1. Introduction

3. Methodology

In this section, I will outline the way that this research will be conducted. I intend to use both quantitative and qualitative research methods. The reason for this is that quantitative methods are often confined to examinations of relationships and descriptive statistics (Wren, 2002). They will give us an understanding about incidence, distribution, and relationships of variables – whereas qualitative methods can give us an in-depth understanding about complex phenomena. Often there are aspects to any kind of research topic that can only be discovered by using qualitative methods. I intend to use these data collection methods outlined above because I feel that they provide a comprehensive spread of information that can both describe public perceptions and provide data from direct experience in a location about their health statuses. With a combination of various levels of health data for the West Midlands, including Primary and Secondary data, I hope to compare the perceptions to the reality. Often when researching public perceptions about health, there are conflicts in the data of an impression given about health to the current reality. By comparing qualitative data and public perceptions data with some of the statistics available, I hope to achieve a better understanding about the true public perception of health in those areas.

4. Expected Results

All participants are aware of the experimental routine and all public presentation will be recorded and web site data will be stored on a public domain database with restricted access. Partners will have free access to all data within their country. All other partners will be offered equal access to the website and to the database. We expect that the exposure to a wide variety of learning approaches and resources that are known to be used in partner countries will heighten participant awareness of the need for educational change. In the short term, this should lead to an increased local dissemination of previously acquired e-learning expertise and sharing of discrete e-learning resources. In the longer term, it should empower the participating staff with the knowledge and skills required to interest and facilitate whole school change using ICT. If this is achieved, the end result will be school-level implementation of e-learning initiatives which is what the evaluation tool is designed to assess. By the end of the SUSTAIN project, we would expect to have seen evidence of change in the nature of the learning opportunities offered in participating schools. This will be assessed by a wide-ranging comparison of the initial e-learning audit with the end results of the evaluation process. Step by step comparison is sure to generate much valuable data and should be an interesting research topic in and of itself. Although data obtained through sustained conversation and observation will be difficult to record on the existing evaluation tool.

5. Conclusion

The research proposal has delineated a complex economic and fiscal dilemma and has discussed the real economic and political implications of the proposed structural alteration. It has dealt with the issues of a non-increasing aggregate supply of labour and the failure of wages to adjust to market clearing levels, addressed within the context of possible supply-side policies. The conclusions reached are that the implementation of finite lifespan employment guarantees within specific industries and labour market segregation could offer solutions to some employment and unemployment problems but increase economic inequality between different groups and lead to an inefficient allocation of resources. The damage caused could outweigh the benefit, especially in the long term. And that in the current globalized economic climate, France cannot win a ‘competitive race’ with Germany, and any reduction in the standard 35-hour week or increase in the retirement age will simply amount to wage cuts of differing types, with the underlying problem still intact. In tune with the pessimistic tone of the research proposal, this does not offer inspiring policy on the major issues of the French economy, but these are the considered answers to very difficult questions.
