The Importance of the Joco Report

1. Introduction

The Joseph Commission report, known to many as the ‘Joco’ report, was the culmination of a Royal Commission launched in 1903 to inquire into “the position of the South Australian aborigines, and to make recommendations thereon”. It was finally tabled in parliament on the 7th November 1913. This report is often seen to cover all Australian Aboriginal issues, since it influenced later policy in other states. Although conducted in another state, the report is relevant to West Australian history since it is referred to in debates on the 1936 act and the Dawesville Channel. Its recommendations were explicit in changing the traditional lifestyle of Aboriginal people, and the governments of neighboring states were taking notice of South Australia’s policies towards their Aboriginal population. The Michael Brown Collection is selected documents that have been compiled to honor Michael Brown, the first public solicitor who worked with Aboriginal legal rights in Western Australia. McConnell and Smith compiled this collection which was then revised and edited by Martin, with the intention to provide historical sources for those interested in the WA Aboriginal history and issues. This interpretation of facts is from a socio-legal standpoint that academics and students such as law and anthropology can gain information and insight on Aboriginal issues.

2. Key Findings

The continued importance of the story is mirrored by what might be seen as a natural corollary – people still primarily identify and define news by the stories they see and hear. This finding would seem to be good news for the industry, for it suggests that news is not facing mass obsolescence in the eyes of the public. However, the juxtaposition of the importance of news stories with the public’s overall level of interest in news creates some problematic implications for the future of news, as discussed below.

3. Recommendations

The possible responses are insightful and have serious implications about the mission’s future. J. Edgar Hoover’s comments “Mankind would be better off if the mission had not landed; it is not worth the money,” could be damaging to public support of the space program. Statements by other public figures, critical of the mission, could be stored and appear years from now in the history books as the definitive public opinion of Apollo. Because public attitudes are generally derived from media portrayal and because negative attitudes are more memorable and more easily formed than positive, it is suggested that NASA make every effort to acquire and store all types of public reaction to the mission, as a part of an overall program to assess public opinion about Apollo. A permanent office for assessment of public opinion about the space program might be established. Another recommendation is that the mission’s archival material should be organized and made available to the public. The major source of information about Apollo mission comes from TV coverage. During the Apollo 11 EVA, TV viewers were treated to stunning images of man’s first lunar steps. Unfortunately, most of the low-quality transmission tapes were stored in a deteriorated condition and a search spanning three years has failed to recover them. NASA is even thought to have accidentally recorded over the high-quality original tapes in the 1970s. The fact that these tapes are now lost forever is a tragic loss for history. A copy of the champagne celebration, possibly the most important event in manned space flight, has been lost when the person storing the tape decided to re-use it for a football game. Clearly, the preservation of archival material is an afterthought for NASA.

4. Implementation Plan

Key considerations of the budget for the projects and the teams, motivating for a better work of progress. For the on-time deliverance and least error due to time constraints, much importance is given upon reducing the load over the team. Thus, initially half of the project will be demonstrated and the rest of its implementation will depend upon the efficiency. Proper project schedule is maintained for proper monitoring of performance on the basis of deliverables. Stepwise achievements and errors are being maintained on the document for the review of the report at the end of the deployment. After all, Joco has to frequently visit customers’ work area and project site for in-time results. A detailed studying of reports is made to identify any error and its modifications. The timeline of the project is not set for this activity and Joco studies these things when he gets time, thus this is a continuous process until the customer is not satisfied with the performance. Changes and tricks to get a faster and accurate approach in work are a few things to be discussed. Changes and errors will be marked to the original report and again the same process to implement these changes.

5. Conclusion

Basically, in saying that we need to find a way to measure the marginal social cost and benefit for pollution, in doing so will allow us to reach the best level of pollution, which is where marginal cost equals marginal benefit. I totally agree with the fact that this would be the best solution to the problem, but I cannot see a realistic way of measuring and managing the cost and benefit. We have seen that governments can correct negative externalities with indirect taxes, regulations, and laws since the 1970s, but according to Joco, we have found through the 1990 clean air policy using emissions trading systems, this is the closest implementation to the economic theory and the most successful. Emissions trading programs are said to be a permit trading system whereby a firm with a low cost of abatement will buy permits from firms that have high costs of abatement. By purchasing a permit, the firm effectively receives the right to pollute. This trading will continue until the marginal costs of abatement are equalized across all firms and the overall target level of pollution is achieved. The theory is quite complex, not all that easy to achieve, but Joco points out that we managed every step except net trading, which is still at an experimental stage. This is a valid point to the commissioner’s want for a better understanding cause and effect relating to pollution and the morale and effectiveness of this program. It is a very big issue with a lot of consideration to the subject, and Joco has made an excellent analysis with a view to the future and the economic viewpoint of how we can reach the best level of pollution while maintaining his guarantee of a sustainable future, which is a clean environment for future generations. Good chance Joco will be called on this one again briefly in the near future and again come up with more crucial analysis related to the same issue.
