The Importance of the Joco Report

1. Introduction

The Joseph Commission report, known to many as the ‘Joco’ report, was the culmination of a Royal Commission launched in 1903 to inquire into “the position of the South Australian aborigines, and to make recommendations thereon”. It was finally tabled in parliament on the 7th November 1913. This report is often seen to cover all Australian Aboriginal issues, since it influenced later policy in other states. Although conducted in another state, the report is relevant to West Australian history since it is referred to in debates on the 1936 act and the Dawesville Channel. Unfortunately, most of the low-quality transmission tapes were stored in a deteriorated condition and a search spanning three years has failed to recover them. NASA is even thought to have accidentally recorded over the high-quality original tapes in the 1970s. The fact that these tapes are now lost forever is a tragic loss for history. A copy of the champagne celebration, possibly the most important event in manned space flight, has been lost when the person storing the tape decided to re-use it for a football game. Clearly, the preservation of archival material is an afterthought for NASA.

4. Implementation Plan

I totally agree with the fact that this would be the best solution to the problem, but I cannot see a realistic way of measuring and managing the cost and benefit. We have seen that governments can correct negative externalities with indirect taxes, regulations, and laws since the 1970s, but according to Joco, we have found through the 1990 clean air policy using emissions trading systems, this is the closest implementation to the economic theory and the most successful. Emissions trading programs are said to be a permit trading system whereby a firm with a low cost of abatement will buy permits from firms that have high costs of abatement. By purchasing a permit, the firm effectively receives the right to pollute. This trading will continue until the marginal costs of abatement are equalized across all firms and the overall target level of pollution is achieved. The theory is quite complex, not all that easy to achieve, but Joco points out that we managed every step except net trading, which is still at an experimental stage. This is a valid point to the commissioner’s want for a better understanding cause and effect relating to pollution and the morale and effectiveness of this program. It is a very big issue with a lot of consideration to the subject, and Joco has made an excellent analysis with a view to the future and the economic viewpoint of how we can reach the best level of pollution while maintaining his guarantee of a sustainable future, which is a clean environment for future generations.
