This paper presents suggestions for reforming the FCC’s Lifeline program using baseline data. We suggest key practical reforms and assessing how these changes impact Lifeline subscribership can help inform broader FCC policy on enfranchising low-income people with modern communication. Our empirical investigation of some important regulatory changes to the Lifeline program illustrates the potential impact of policy improvements. We also suggest some directions for future analyses. Specifically, we recommend making the program more accountable by conducting claimant audits or requiring some form of recertification as a condition of receiving Lifeline benefits.
