Within this period, I have tried to convey a sense of village life and Kelabit young people, so that readers can understand what development means from their perspective. The general aim was to problematize mainstream understandings of development through this grounded study in a local context. In doing so, I think it is important to consider how development from above is understood and translated into locally meaningful terms. Often national and international level policies are assumed to be universally applicable, yet the reality is that interpretations of development are context specific with its various effects and meanings mediated through local agents. Specifically, it is important to identify what Kelabit youths think development and progress entails for their lives. For some there is a desire to further or ‘modernize’ their indigenous traditional culture and others wish to seek a more material progress with various aspirations to uplift their current livelihoods. In any case, the changing socio-political landscape of Malaysia presents its own Development/Wawasan 2020 vision and goals which young people are subject to, and often ‘development’ is resigned to migration to urban areas or out migration from the highlands to elsewhere. My research has attempted to document the diversities of these perspectives and seeks to provide a platform where they can be heard in discussions of national and regional development where youth voices are often marginalized. It is through understanding these local terms of development that we can begin to critically assess the implications and undesirable effects of broader scale development interventions and policies in localities such as Bario—this will be the focus of the next two chapters.
